principle of strategic planning was the shift towards Europe and inclusion in the European Community’s military-industrial complex, which was then in the process of being formed, and membership in the European Defense Industry Group (EDIG).
aircraft manufacturing and offset programs
the aircraft manufacturing business unit experi- enced significant growth during this period, mainly due to the large co-production and construction projects resulting from the purchase of F-16 and Mirage 2000 aircrafts. the offset cooperation pro- grams with Dassault for the co-production of the Mirage 2000 began in December 1991 as follows:
• Mirage 2000: Wing structural parts, central fu-
selage section, air brake box
• Falcon 900: Forward electronic system, AFt
tanks, emergency and luggage compartments
• Snecma: Construction of modules 10 and the
nozzle vanes of the Mirage’s M-53 engine
In 2000, with the signing of the contract for the acquisition of the 15 new Mirage 2000-5 s and the upgrade of the rest to version 5, the HAI
signed a new memorandum of cooperation with Dassault worth $27 million, which extended the co-production of the Mirage.
the F-16 construction program had been de- layed by two years and lost 35% of its initial value. to offset the losses, HAI management negotiated with Lockheed to cover part of the losses from the new Peace Xenia II offset program signed in 1993. At this stage, the HAI had proceeded with the construction of the aircraft’s air ducts and the rear section of the fuselage. the F-16 program reached its full development with the signing of the Peace Xenia III agreement, which provided for offset benefits of $75 million in the context of the purchase of 50 aircraft. the new memoran- dum of cooperation enriched HAI’s manufactur- ing repertoire with the following items:
• MCID/NSI air ducts for the F-110 and F-100 en- gines, respectively
• Engine access panels • Aircraft side covers
the contract also provided for the future as- signment of the exclusive supply of these com- ponents at a rate of 100%. the new construction program required the expansion of Building 41 with new facilities covering 3,000 square metres, which Lockheed undertook to finance. the F-16 production line would be completed in 2006 with the award of the contract for the construction of F-1 fuel tanks, as part of the latest offset arrange- ments under the Peace Xenia IV program.
During this period, the HAI also entered into a series of aeronautical construction agreements with major foreign companies. Some of the most important were the following:
• Boeing: In 1992, the HAI signed a memorandum
of cooperation with the American company Boeing as part of offset benefits from its aircraft purchase from OA. the agreement provided for
