and general supervision of the construction of all infrastructure, while the construction works were gradually assigned to different local construc- tion companies acting as subcontractors. In the summer of 1976, work began with the first earth- works, the opening of roads, and the formation of the frames of the buildings to be constructed. this was followed by the connection to the road network and the DEI (Public Power Corporation) networks. In early 1977, the first phase of the work was completed, and Prime Minister Konstantinos Karamanlis laid the foundation stone of the fac-
tory and launched the construction of the main building facilities.
Acquiring the necessary human and material re- sources to staff and equip the facilities was a process that evolved in parallel with the construction of the buildings. In the summer of 1977, the first orders for materials were placed and the required mechani- cal equipment was assembled and installed, along with training manuals and other consumables. to meet its needs for specialized human resources, the company’s management turned to the KEA, se- curing the secondment of 350 employees to HAI,
